I'm not sure of the specifics. I've done a ton of body work and I always just let my car sit overnight. It's possible for the paint to be dry to touch, but when you start sanding you can rip the coat off and ruin the entire paint job... which means you'll have to start over. If time isnt a factor, just let it sit over night and you know it'll be fine.
It can vary on conditions I known people to let then sit for a week.
