Hello! Mark T. is right on with his answer. Some maunfacturers like Formula paint their hulls and to protect the paint they spray a clear coat. Mark T. would get my vote!
Gel coat has pigment in it, clear coat does not. Clear coat can go on fiberglass .

I thought a gel coat was Fiberglas resin without the glass and a clear coat was like a varnish or polyurethane finish coat.
