How do I fix clear coat ?

I just want to get rid of the dull pieces attached on edges of craters.An alternative to sanding or repainting. A quick fix if you will.How do I fix clear coat ?
There really is no quick fix! The clear coat will keep on peeling, it is delaminating from the color coat! You can try to blend a clear coat, but will see the edge mark.How do I fix clear coat ?
