How do you fix a car's clear coat after removing pine tree sap?

My dad used oven cleaner on his car to remove pine tree sap that had dried on the surface like glue. Now he has dry splotches all over the car. I am assuming that the clear coat came off with the sap since the paint, itself, is still green--just dry looking. How do you fix the clear coat?
