This is not a do it yourself job.

The car obviously has been recleared at one time, and the person did not wetsand the body correctly and now the clear coat is not sticking to the paint

800 grit in warm soapy water

sand to much and you'll take off aint

After sanding, you will need a rubbing compound, high speed buffer,

Then follow up with a polish and a clean bonnet on the buffer.A layer of clear coat is peeling off my car?
Wet Sanding is scratching your car...you will have to do it like the people at the shop does....don worry if you have a steady hand then only try it as after you have sand it down to metal you will have to go to a hardware shop and buy the same matching colour paint and spray it, but make sure you cover the surrounding areas as it will leave mark on it (while painting/spraying), do it with a masking tape and some clear plastic....it is not hard but very time consuming, but surely is fun to do your self...
